2022 Policy Briefing 
Creating Stability & Resiliency for People Experiencing Homelessness

 

Please Join Homeless Services United (HSU) for our 2022 Briefing Series - a free, 3-part virtual event briefing series outlining key issues, policies, and recommendations for our nonprofit service providers, agencies, and stakeholders to better support and address the needs of people experiencing homelessness in New York City.

 

With NYC Mayor Adams’ new administration and the new class of City Council Members, it is critical that the relevant agencies have the information they need to understand, plan, and budget for the important work we and our members are doing to address the immediate and long-term challenges for individuals and families experiencing homelessness.  New York’s homeless services system is a complicated one, so in this series we will pull together all the pieces of this challenging puzzle using our expertise to guide the use of best practices and to support desired outcomes for our most at-risk populations.

Briefing 1: The Role of DHS Shelter and How it's Resourced

There is a legal right to shelter in New York City, but there are many misconceptions about the role that shelter plays in helping families and individuals experiencing homelessness. HSU’s first briefing will explore the role and importance of shelter programs, what work within a shelter entails, and the fiscal challenges impacting non-profit organizations across the entire homeless services sector.

Briefing 2: Improving Housing Resources and Interagency Coordination to Reduce and Avoid Homelessness

In our first briefing, HSU explained the role that shelter plays in stabilizing households, but so many people in New York experience homelessness because of insufficient access to permanent housing.  This briefing will explore how to expand eligibility to housing resources, improve access to existing housing, and better understand how “feeder” systems contribute to people entering DHS shelters.

New York City proudly has one of the most comprehensive homeless services safety nets in the nation, but even it has gaps.  This briefing will explore successes and challenges of Department of Homeless Services (DHS) program areas, including Street Outreach and Safe Havens, Adult Shelters, and Families with Children Shelters, and how further investments in the homeless services safety net could have a significant impact on the homelessness crisis in New York City.
